The Troy Project Framework investigates a class of existential risk that does not announce itself: latent technological penetration — a scenario in which a civilization's institutions, infrastructure, and decision-making systems are gradually and covertly reshaped by external or systemic influence operating below the threshold of detection. The framework treats this not as a single event to be defended against but as a slow-moving process whose danger lies precisely in how ordinary each individual step appears.

Central to the model is the relationship between informational observability and long-term survivability. A civilization's capacity to perceive what is happening to itself — to reconstruct, audit, and predict the behavior of its own increasingly algorithmic and networked systems — is treated as a primary existential variable, on par with material or military capacity. As observability declines, so does the window in which corrective action remains possible.

The central risk is not a single dramatic breach but the accumulation of small, individually rational adaptations that collectively erode a civilization's ability to see, predict, and correct its own trajectory — until sovereignty over that trajectory has already been lost.

The framework introduces the Civilizational Sovereignty Clock as an analytical device for tracking this erosion — mapping informational observability, predictability, and algorithmic reconstructibility as measurable parameters of existential exposure. A series of supporting appendices extend the core model: examining potential strategies of covert systemic penetration, the internal civilizational properties that increase susceptibility to indirect external influence, and the specific vulnerabilities of highly networked military and governance systems under conditions of increasing algorithmic transparency.

The program is research-stage and analytical in nature. Key lectures are published in English. Supporting research — the core model and five appendices, plus the companion Civilizational Sovereignty Clock paper — has been published on Zenodo with persistent DOIs. A glossary of framework-specific terminology accompanies the research to support consistent use of its core concepts.
